In the first half of this year, the European Union's rapid warning system for non food products (RApex) reported 23 unqualified lamp strings from China, nearly three times the number reported in the same period of last year, which were respectively punished by the EU's ban on sales, recall from consumers and markets, destruction of products and return of goods. The notifications came from eight EU Member States, with the top three being Slovakia, Lithuania and Italy. The specific characteristics are as follows: first, the number of notification countries has increased. In the first two quarters, there were eight EU countries reporting China's light strings, namely, Slovakia, Lithuania, Italy, the United Kingdom, Slovenia, Spain and France, an increase of three over the same period last year. Second, among the reporting countries, Slovakia reported more times. In the first half of the year, Slovakia reported 12 light clusters in China, accounting for 52.17% of the total number of reported light clusters. In the same period last year, there was no report from Slovakia. Third, the main reasons for being informed were electric shock and fire risk. In the first half of the year, the majority of the EU's notification of China's lamp strings were unqualified anti electric shock protection and fire risk. Among them, 19 cases were unqualified anti electric shock protection, accounting for 82.6% of the notification lamp strings, 1 case was related to fire risk, and 3 cases were unqualified anti electric shock protection and fire risk.

       Through analysis, the main reasons for the frequent notification of China's export light strings are as follows: first, some enterprises do not understand and track the standards and regulations of the EU and its member states enough, which leads to the new changes of relevant standards and regulations. Second, some enterprises lack the awareness of inspection and control, the product production process is not strictly controlled, the finished product sampling is a mere formality, and the unqualified products flow out of foreign countries. In addition, lamp string enterprises are generally small in scale, lag in product transformation and upgrading, and obvious phenomenon of low price competition. After the export lamp string is transferred out of the legal inspection catalogue, individual enterprises neglect self inspection and self-control, and even cut corners. As the lamp string is widely used in celebrations in the EU, it is suitable for both commercial celebrations and families. Once it causes electric shock and fire accidents, the loss will be immeasurable.

       In view of this situation, the inspection and quarantine department reminds the relevant export production enterprises: on the one hand, the lamp strings exported to the European Union should be tested in strict accordance with the requirements of EN 60598 standard, and the third-party certification should be obtained before mass production, and the production should be arranged in strict accordance with the certification requirements. At the same time, we should speed up the transformation and upgrading of products, and adopt low-voltage LED technology to produce light strings as soon as possible. On the other hand, production enterprises should establish and strictly implement the quality acceptance system of key components, the key control and monitoring system of production process, and the sampling inspection system of finished products, so as to avoid the notification and return of products due to non-compliance with standards. The inspection and quarantine department reminds the relevant export production enterprises to strengthen the contract review, avoid trade risks, indicate the final selling country of the products and the special technical terms of the products when signing the contract, restrict the behavior of the importers to change the selling country without authorization, avoid their own responsibilities as far as possible, and reduce the product quality risk to a minimum.
